Scoping Study and TOR for ESIA of My Ly and Nam Mo 1 Hydropower Project

My Ly (Mỹ lý) and Nam Mo (Nậm Mô) 1 is one of potential hydropower projects at bilateral cooperation between Lao PDR and Social Republic of Vietnam. The project is expected to generate electricity for Vietnam National Grid through the 250MW (mean annual energy of 914.2 million Kwh) installed capacity of My Ly HPP and 90MW (mean annual energy of326.8 million kWh) installed capacity of Nam Mo 1 HPP. The main component of the project will be located in Vietnam territory while reservoir layout will be located in Lao PDR territory.
My Ly HPP reservoir was estimated to be around 50 km in length over 23.57 km2 area at FSL while Nam Mo 1 HPP reservoir was estimated to be around 36.2 km over 9.62 km2 area at FSL. Through this large reservoir setting, the project is expected to enhance the capacity on regulating the natural flow and water supply into downstream area. The project is also expected to creating favorable intra- and inter-regional socio-economic development particularly of a remote and mountainous area where the project is located.
The Scoping Study provided the Developer with an up-to-date and rapid assessment of the key environmental and social aspects in the project area, and project related impacts. The objectives of the Scoping Study include:
- Identify and describe the expected extent and nature of the key environmental and social impacts arising from project development;
- Prepare detailed TOR for the conduct of ESIA;
- Prepare a detailed technical and cost proposal for the conduct of ESIA;
- Assist in the Scoping Report and TOR presentation to MONRE for comments and approval
