Background

Environment Protection Fund Office (EPFO) “the Client” looks for a consulting firm to collect information on THW in priority sector and develop a strategy and road map (action plan) that can be implemented in year 2022 to 2030. 

In Lao PDR, issues related to toxic and hazardous waste (THW) including those from hospital and other health care facilities (HCFs) and electronic wastes (e-wastes) have been considered as relatively low priority compared to others related to sustainable use of forest, water, and other natural resources and effective protection of biodiversity. Information related to THW, and e-waste management has been very limited while the amount of these THW and e-waste has high potential to increase since import of new materials, machines, and/or devices will be continued.  Furthermore, in light of Covid-19 pandemic in 2020 and beyond, the risks related to medical and healthcare waste (HCW) (infectious, sharp, radioactive, etc.) are expected to also be increased.

Therefore, there is a need for addressing THW and e-waste management in Lao PDR; particularly it is necessary to engage and build capacity of key sector agencies as well as to build knowledge and capacity of local authorities and local communities on THW management.

ESL Sole, Co. Ltd (ESL) is pleased to submit this proposal to Environment Protection Fund Office (EPFO) for conducting Data Collection and Preparation of Action Plan on Toxic and Hazardous Waste (THW) Management in Lao PDR.

 

Services Provided

ESL team have conducted several works for this project. Including:

• Task 1: Prepare a work plan and an inception report.
• Task 2: Data collection and preparation of a baseline report on priority THW management in Lao PDR particularly in Vientiane, Savannakhet, Champasak, and other large cities and/or target areas.

Task 3: Develop a strategy to address priority THW management sectors for year 2022-2030 including drafting an action plan to address these issues in short and long terms
