Dr. Sengpasith Houngaloune

Managing Director

Dr. Sengpasith Houngaloune is a Sustainable Resources Development Specialist with over a decade of experience in environmental and social consulting. As the Managing Director of ESL Company Limited, he leads multidisciplinary teams delivering environmental and social studies across sectors including hydropower, mining, infrastructure, and urban development. He specializes in Environmental and Social Impact Assessments (ESIA), Health Impact Assessments (HIA), environmental and social baseline studies, and feasibility studies. His expertise also includes toxic and hazardous waste management, artisanal and small-scale gold mining, and innovative technologies for metal separation and resource recovery.

He holds a Ph.D. in Sustainable Resources Engineering from Hokkaido University, Japan. Throughout his career, he has collaborated with leading international organizations including GIZ, USAID, UNEP, WWF, SNV, EPF, and JICA, as well as major private-sector clients such as Phu Bia Mining Limited and CEWA Energy. His strong leadership in managing multidisciplinary teams has consistently ensured the delivery of high-quality, internationally compliant consulting outputs. Dr. Sengpasith is fluent in Lao and English and is recognized for combining strong technical expertise with a collaborative and solutions-oriented approach. His work contributes to advancing sustainable development, environmental stewardship, and responsible resource management in Laos and the wider region.

Over the course of his career, Dr. Sengpasith has successfully managed over 50 environmental and social consulting projects across multiple sectors. His work has provided critical technical inputs and policy recommendations supporting sustainable development initiatives in Lao PDR.
