Dr. Sengpasith Houngaloune

Dr. Sengpasith Houngaloune is a Sustainable Resources Development Specialist with over a decade of experience in environmental and social consulting. As the Managing Director of ESL Company Limited, he leads multidisciplinary teams delivering environmental and social studies across sectors including hydropower, mining, infrastructure, and urban development. He specializes in Environmental and Social Impact Assessments (ESIA), Health Impact Assessments (HIA), environmental and social baseline studies, and feasibility studies. His expertise also includes toxic and hazardous waste management, artisanal and small-scale gold mining, and innovative technologies for metal separation and resource recovery.

He holds a Ph.D. in Sustainable Resources Engineering from Hokkaido University, Japan. Throughout his career, he has collaborated with leading international organizations including GIZ, USAID, UNEP, WWF, SNV, EPF, and JICA, as well as major private-sector clients such as Phu Bia Mining Limited and CEWA Energy.
