Mrs. Vongdalone Vongsikeoa
Principal Environmental & Social Consultant
Mrs. Vongdalone Vongsikeo is an environmental, safeguards, and climate specialist with more than 10 years of professional experience in Lao PDR. Her expertise spans environmental and social assessment, environmental management and monitoring, safeguards compliance, climate and clean energy, waste management, emissions assessment, and technical quality assurance.
She has worked with ESL, USAID Laos, the Ministry of Natural Resources and Environment, GIZ-supported programs, and the National University of Laos, bringing together consulting, development-partner, government, and academic experience. Her work covers major sectors including hydropower, mining, transmission infrastructure, waste management, clean energy, and climate change.
At ESL, she provides technical leadership for ESIA, IEE, ESMP and ESMMP assignments, including compliance review, technical writing, multidisciplinary coordination, and QA/QC. Her recent experience includes environmental and social studies for major hydropower and transmission projects, environmental management planning for mining and hydropower operations, third-party environmental reviews, waste infrastructure assessments, and biomass and carbon-related studies.
Prior to rejoining ESL, she served with USAID Laos as a Project Management Specialist and Climate Integration Lead, supporting clean energy, climate integration, energy-sector reform, regulatory strengthening, and coordination with government and development partners.
Mrs. Vongsikeo holds a Master of Science in Applied Natural Resources Economics from Michigan Technological University, USA; a Master of Science in Environmental Engineering from the University of the Philippines–Diliman; and a Bachelor of Engineering in Civil Engineering from the National University of Laos. She has also published research on carbon sequestration and landfill gas emissions.
