The Opportunity

ESL is seeking a dependable and detail-oriented Finance and Corporate Operations Officer to support the company’s financial management and operational administration. The position is responsible for maintaining accurate financial records, supporting project financial control, managing invoicing and payment processes, and assisting with selected administrative, HR and corporate operations functions. The role is suited to a finance professional who is organized, proactive and committed to accuracy and accountability. The successful candidate will have opportunities to progress into a senior finance and operations role with increasing responsibility for financial management, internal controls, business operations and organizational systems improvement.

Established in 2000, ESL Company Limited is a Lao environmental and social consulting firm with more than 25 years of experience and over 150 assignments completed throughout Lao PDR. ESL provides environmental and social impact assessment, monitoring and compliance, biodiversity and conservation, social safeguards, waste and water management, climate resilience, GIS and spatial analysis, and related advisory services. Our clients include government agencies, development partners and private-sector organizations operating across the energy, mining, infrastructure, agriculture and development sectors.

Key Responsibilities

Company and Project Financial Management

  • Maintain complete and accurate records of ESL’s operating expenses, project expenses, income, receipts, payments and supporting documents.
  • Record transactions under the correct company and project codes, prepare bank and cash reconciliations, and maintain a clear audit trail.
  • Work with technical teams to prepare budgets and cost estimates for each field assignment before mobilization.
  • Prepare and track field advances, reimbursements, payments and settlements, and assist field teams in completing expense summaries and supporting documents.
  • Prepare budget-versus-actual summaries and ensure that each field assignment and project is financially closed on time.
  • Support monthly and annual account closing and prepare financial schedules, summaries and reports as required by the Division Head.

Invoicing Cash Flow and Tax Support

  • Prepare and submit client invoices according to project contracts and approved milestones and follow up outstanding payments closely.
  • Maintain invoice, receivables and payment registers, including due dates and follow-up actions.
  • Verify invoices from associates, consultants and suppliers and prepare payment documentation for review and approval.
  • Handle authorized banking administration, including cheque preparation, deposits, transfers, bank documents, statements and related follow-up.
  • Prepare complete financial records for the external Lao accountant and tax adviser and track VAT, tax, statutory and year-end deadlines.
  • Support cash-flow updates, annual budgeting and financial planning and reporting as required.

Administrative and Operations Support

  • Maintain project contract and document registers and support the preparation, signing, filing, delivery and receipt of contracts and official documents with clients and other parties.
  • Support the Administration, HR and Logistics Officer with attendance, leave, fieldwork, payroll inputs, onboarding, probation and staff records.
  • Monitor compliance with timesheets, expense settlements and administrative deadlines and escalate repeated non-compliance.
  • Support office operations, document preparation, printing, filing, correspondence and delivery of documents when required.
  • Provide administrative and document support for proposals, marketing and other corporate activities as assigned.
  • Maintain practical finance, HR and administrative trackers, identify control gaps and support improvements to internal systems and procedures.

Qualifications and Experience

  • Bachelor’s degree in accounting, finance, business administration, economic, or a related field.
  • 1-3 years of relevant experience in accounting, finance or project financial administration.
  • Practical experience in bookkeeping, reconciliations, expense verification, invoicing and monthly reporting.
  • Strong spreadsheet skills and experience with accounting or financial-management systems.
  • Working proficiency in Lao and functional English for financial records, correspondence, reporting.
  • HR administration experience, including payroll inputs, attendance, leave or onboarding, is a plus.
  • High integrity, confidentiality, accuracy and reliable follow-through on deadlines.
  • A firm, consistent and fair approach, with the confidence to follow up incomplete work and recommend solutions.
  • Good proficiency in Microsoft Office, particularly Excel and Word.
