Company Background:
The Xe-Pian Xe-Namnoy Power Co., Ltd. (PNPC) is a Lao-domiciled company with a Concession Agreement with the Government of the Lao PDR to plan, design, finance, construct, own, operate, and maintain the Xe-Pian Xe-Namnoy Hydroelectric Power Project.

Services Provided:
ESL conducts the Household Income Survey (HIS). The services include:

Data Collection and Update:

    • Collect and update information on income, expenditure, and assets in the existing databases.

Data Analysis:

    • Perform data analysis based on three income tests:
      1. Poverty Estimation Test
      2. Economic Parity Test
      3. Net Income Improvement Test

Identification of Income Variations:

    • Identify households that do not pass the income tests.
    • Identify significant differences between baseline household incomes in the REPDP 2013 and HIS at Effective Date +10 years.
    • Identify the main reasons for these differences.

Reporting and Public Consultation:

    • Provide reporting, public consultation, and revising/editing of the final report for approval by the Ministry of Natural Resources and Environment.
