Company Background:
Energy Absolute PCL (“Energy Absolute” or “EA”) is developing a large-scale, run-of-river hydropower project on the Mekong River, located on the border between Loei and Nong Khai Province, Thailand, and Sangthong District, Vientiane Province, Lao PDR.

Services Provided:
ESL conducted the Environmental and Social Impact Assessment (ESIA), which includes the following services:

Environmental and Social Baseline Information Gathering:

    • Collecting data on the environmental and social conditions of the areas affected by the project.

Baseline Studies:

    • Conducting comprehensive environmental and social baseline studies sufficient for assessing the project’s impacts in accordance with both international and national standards.

Impact Understanding:

    • Identifying and evaluating the potential environmental and social impacts of the project.

Environmental and Social Management Plans:

    • Formulating environmental and social management, mitigation, and monitoring plans for the project during both construction and operational phases.

Impact Assessment Studies:

    • Conducting applicable assessments, including Environmental Impact Assessment (EIA), Health Impact Assessment (HIA), Social Impact Assessment (SIA), Environmental Health Impact Assessment (EHIA), and Initial Environmental Examination (IEE), in compliance with Lao PDR’s relevant laws, regulations, and guidelines.

Environmental Compliance Certificates (ECC):

    • Obtaining the necessary Environmental Compliance Certificates (ECC) or equivalent approval from the relevant local authorities in Lao PDR.
