Company Background:
The Xe-Pian Xe-Namnoy Power Co., Ltd. (PNPC) is a Lao-domiciled company that has a Concession Agreement with the Government of the Lao PDR to “plan, design, finance, construct, own, operate, and maintain” the Xe-Pian Xe-Namnoy Hydroelectric Power Project.

Services Provided:
ESL conducted the Household Income Survey (HIS), which included the following services:

Data Collection and Updating:

• • Collecting and updating information on income, expenditure, and assets in existing databases.

Data Analysis:

• • Analyzing data based on three income tests:
    1. Poverty Estimation Test
    2. Economic Parity Test
    3. Net Income Improvement Test

Income Test Identification and Analysis:

• • Identifying households that do not pass the income tests and determining significant differences between baseline household incomes in the REPDP 2013 and HIS at Effective Date +8 years.
  • Identifying the main reasons for the differences in household income.

Reporting and Consultation:

• • Preparing reports and conducting public consultations.
  • Revising and editing the report to be approved by the Ministry of Natural Resources and Environment.
